Administration of the U.S. Army Personnel System is the largest manpower problem in the nation. Manpower in this system must
be recruited, trained, assigned to positions, and separated in a manner which meets personnel requirements of the Army. This thesis
uses large network optimization models in an attempt to provide useful, multi-year projections that can be used for planning
purposes, to ensure that the Army's demands for personnel are met, not just in a single year, but over a 15-year period.
